ADOPTION OF STANDARDS FOR DIGITAL BROADCASTING

The Uganda Communications Commission (UCC) is the regulatory body of the communications sector in Uganda. UCC is part of the National Digital Migration Taskforce (DMTF) tasked to ensure a smooth transition from analogue to digital broadcasting in Uganda. This is in line with the International Telecommunications Union (ITU) resolution of 2006 for all countries party to the Agreement to switch from Analogue to Digital Broadcasting by June 17, 2015.

Among others, thus ITU member states should determine appropriate technology to ensure the smooth switchover from Analogue to Digital broadcasting. During the recently concluded joint ITU-African Telecommunication Union Digital Terrestrial Television Frequency Coordination meeting held in Kampala in April 2012, African countries recommended the use of Digital Video Broadcasting (DVB-T2) and MPEG 4 as the standards for digital terrestrial TV broadcasting.

DVB-T2 and MPEG 4 are newer standards which present even more benefits in terms of programme content that can be transmitted, better spectrum efficiency; lower the long term costs of investment, among others. Many countries across the globe, including those in Africa, have already adopted this technology.

Accordingly, on behalf of the Government of Uganda, UCC would like inform the broadcasting fraternity, potential investors, ICT service providers, and the general public that Uganda has, with immediate effect, adopted DVB-T2 and MPEG 4 as the standards to be used in the provision of Digital Terrestrial Television Broadcasting services. This is because the Commission recognises the dynamic nature of the sector and the need to adapt the new technological developments so as to take advantage of the associated benefits.

Accordingly, UCC shall continue to engage all relevant stakeholders to ensure smooth transition from analogue to digital broadcasting including adoption of these new standards.
