Romania Launches Terms of Reference for DTT Multiplex Licensing

ANCOM Launches for Sale the Terms of Reference for the First 2 Digital Terrestrial Television Multiplexes

The National Authority for Management and Regulation in Communications (Autoritatea Naţională pentru Administrare şi Reglementare în Comunicaţii – ANCOM) launches the Terms of Reference for the comparative selection procedures of granting the licences for the use of radio frequencies in the digital terrestrial system, with a view to operating the first two DVB-T multiplexes in Romania.

The Terms of Reference provide the minimum technical requirements the tenderers must observe in order to participate in the comparative selection procedures for granting the first two digital terrestrial multiplex licences, including the scoring grid, the minimum commitments the winners will have to undertake, as well as the deadline for submitting the offers.

The purchase of the Terms of Reference is a prerequisite for participating in the selection procedures organised by the Authority. The deadline for submitting the offers, according to the schedule of the selection procedures, as updated in the Terms of Reference, is 31 August for both multiplexes, while the winners will be designated on 28 September 2010, for the first multiplex, and respectively on 8 October 2010, for the second one. Where the offer assessment involves the processing of a greater volume of information, ANCOM may extend the deadlines for designating the winners and, respectively, for submitting complaints.

The comparative selection procedures will encompass three stages: the qualifying stage, when the Commission designated by ANCOM will verify whether the tenderers observe the minimum requirements provided in the Terms of Reference, the offer assessment stage, when only the qualifying offers will be assessed and, respectively, the winner designation stage, when the two licences for the use of radio frequencies in the digital terrestrial system for the first two multiplexes will be granted to the tenderers with the highest score. The participants in the comparative selection procedures can submit a complaint regarding the tender result within 3 working days from the date of receiving the notification on the tender result. A commission designated by ANCOM will settle the complaints within 7 days from the submission date.
